Where medical cannabis use is restricted in Puerto Rico: rules for visitors

Puerto Rico's dispensary laws let a visitor holding a valid 30-day permit buy from licensed dispensaries on the same terms as a resident cardholder. You present the permit and a matching government photo ID at the dispensary, purchase limits are set by the Department of Health, and only licensed dispensaries may sell. The laws stop at the point of sale: nothing in them authorizes public use, and consuming what you buy is governed by the restrictions described above.

Two rules catch visitors out. Cannabis remains illegal under federal law, so a permit does not let you carry product through an airport or between the island and the mainland, even to another legal state. And a dispensary can refuse a sale if the name on the permit does not match the name on your ID.
